Bearing in mind that Stanton was accused of gross neglect of duty in not discouraging the excitement of the gambling trade, I do not think he is guilty of taking bribes.
I think we need to look into the question of the nature of the offence by the Authorities at Hongkong.
The Statutory declarations to which Stanton refers are 1637 and are entirely dissimilar to the declarations sent to Hongkong.
